It is designed to help rural Canadian communities attract and retain skilled foreign workers to address local labour shortages and support long-term economic growth.
Steinbach — Manitoba's third-largest city with a population of over 17,000 and one of Canada's fastest-growing regional economies — is one of the select communities participating in this pilot. The program is managed locally by the Steinbach Economic Development Corporation (SEDC) and covers not just the city itself, but also the surrounding area including:

Your Roadmap to Eligibility: Step by Step
Here is a clear, concise roadmap to qualifying under RCIP – Steinbach:
Step 1 — Confirm Your Occupation Qualifies
Check that your job title and NOC code match one of Steinbach's approved priority occupations listed above. If your occupation is not on the list, you are not eligible under this specific community's RCIP.
Step 2 — Secure a Job Offer from a Designated Employer
Reach out to employers on the designated employer list. The Steinbach RCIP does not match candidates with employers — you must find a job on your own or be approached by an employer. Your job offer must be:
- Full-time (minimum 30 hours per week)
- Non-seasonal and permanent
- At or above the prevailing wage for the occupation
Step 3 — Meet the General RCIP Eligibility Requirements
Once you have a job offer, confirm you meet all federal RCIP requirements:
- Work Experience: At least 1 year (1,560 hours) of relevant work experience within the last 3 years (international graduates from a qualifying institution in the community may be exempt)
- Education: A Canadian secondary certificate or a foreign equivalent with an Educational Credential Assessment (ECA)
- Language: Minimum CLB 4 for TEER 4–5 occupations; CLB 5 for TEER 3; CLB 6 for TEER 0–2 occupations
- Settlement Funds: Sufficient funds to support yourself and your family upon arrival (proof not required at recommendation stage but required for the PR application)
- Intent to Reside: Genuine intention to live and work in Steinbach and the surrounding area
Step 4 — Your Employer Submits the Recommendation Application
Your designated employer submits a community recommendation application to the Steinbach Economic Development Corporation (SEDC) on your behalf during an intake period (which opens on the 1st business day of each month at 9:00 AM). Up to 5 recommendations are issued per intake period.
Step 5 — Receive Your Community Recommendation Certificate
If the SEDC approves your application, you will receive a Community Recommendation Certificate — your green light to proceed.
Step 6 — Apply for Permanent Residence to IRCC
With your recommendation certificate in hand, submit your permanent residence application directly to Immigration, Refugees and Citizenship Canada (IRCC). While your PR application is being processed, you may also be eligible to apply for a 2-year LMIA-exempt work permit so you can continue working legally in Canada.
