No-LMIA Healthcare Employers: The Verified List of Who's Hiring Right Now
There is one group of healthcare employers in Canada that is fully exempt from LMIA. Not "exempt in some cases." Not "ask your consultant." Exempt, full stop, by policy design.
They're British Columbia's public health authorities — and right now, we're tracking thousands of open roles across all six of them.
What "No-LMIA" Actually Means Here
BC's Provincial Nominee Program runs a dedicated stream just for these employers: the Health Authority stream. Under this stream, a job offer from a BC public health authority does not need to be backed by an LMIA at all — the exemption is built into how the program works, not something the employer has to apply for separately.
The core eligibility shape looks like this:
- Job offer must be full-time and indeterminate (ongoing, not a fixed end date)
- Offer must come directly from one of BC's public health authorities
- Any NOC TEER level qualifies — from physicians down to support and administrative roles
- Minimum 2 years of experience in the same occupation, from anywhere in the world
- Language testing (CLB 4+) is required only for TEER 2–3 roles; TEER 0–1 roles are exempt entirely

- Emergency Medicine Physician
- Respiratory Therapist
- Sonographer
- Registered Nurse, Perinatal

- General Internist
If your background is in nursing, pharmacy, or emergency medicine, this is currently the single deepest No-LMIA pool in the country.
One Catch Worth Knowing Before You Apply
Not every listing on a health authority's careers page will actually qualify you for this stream. The eligibility requirement is a full-time, indeterminate offer — and roughly 1 in 10 postings we tracked this period were listed as casual, part-time, or temporary instead. Those roles may still be worth pursuing for other reasons, but they won't satisfy the Health Authority stream's core requirement on their own. Always confirm the employment terms on the specific posting before treating a role as PR-eligible under this pathway.
